How to set up an account to monitor Windows 2012 domain controllers that is NOT a domain admin, including WMI.

This seems like something that must be out there already but I've been googling and searching thwack and can't find it. I am looking for a step by step walk through for setting up an account to use in SAM to monitor Windows 2012 domain controllers. The account can't be in the Domain Administrators group. The goal is to have a non admin account that has just enough permissions to read event logs and collect WMI information. Thank you in advance for your time answering this.
