What version did you move from --> to? Just a thought is to log in as the default admin tech and rerun the ldap sync on your domain and see if rebuilds the user sequence.
Techs that were existing in the Frontbase at the time of migration are able to login. Newly created Techs are unable to login and getting the above error mentioned.
Newly created users without LDAP account are also able to login.

You may want to raise an official case with support. As long as the tech has a corresponding LDAP account they should be able to log in.
