1. I might not be completely correct but then is your primary poller behind the firewall ? Can you re-check if port 17777 is open and not blocked?
2. Did you change anything on the server recently before this issue occured ?
3. If above two are not relevant, check if windows firewall is turned on (in primary poller) - if its in on state, turn it off and check the same.

Just had the same issue. Turned out to be a licensing issue in my case. Best bet is to check the BusinessLayerHost.log file in the "C:\ProgramData\Solarwinds\Logs\Orion" directory for exceptions. Try there first and see if that gives you any indication. If its a license problem you can verify by opening the License Manager.

Please check IIS Manger -> Manage Website -> restart the service
check also the site bindings (This should be http by default), type and port number (port 80 by default).
