Good question- no we haven't stopped with SRs.
The issues addressed via hotfix were not critical or widespread, therefore not drivers for a SR. We have many customers that have internal policies dictating they have to upgrade to the latest version of a product within a certain number of days. Forcing these customers to spend time upgrading to apply fixes that are no applicable to them wouldn't be a good use of everyone's time If someone is experiencing an issue addressed in a HF, then by all means they should apply it.
I know that some of the "old solarwinds customers" will not upgrade if the release name start .0
