I think the problem is due to the fact that your "Trigger Alert when all of the following apply" is alway true. So that when the "any" trigger occurs it automatically fires the alert.
If you change the Alert to say just have
"Trigger Alert when all of the following apply"
Vendor is equal to Cisco
Interface Caption contains ALRM30
Interface Status is equal to Testing
And then set your interface to Testing, the alert won't trigger until the condition exists for 30 mins. All of the rules now apply. So you could write 4 Alerts each one containing one of your 4 "any" rules.
Or you could try rewritting your rule like this. Not sure if it will work as I can't test it.
Thanks, I had wanted to stay away from creating 4 alerts for each time period (this will be about 40 a total), but it looks like I will have to do that.
