    Help with Cisco AP alerts

I'm using the Cisco controller based AP solution with NCS/Prime.  I want to generate an alert (and ultimately a ticket in CA USD) when an AP goes down and does not return for at least 15 minutes.  I've tried using the Advanced Alert tool and the problem that I think I'm running into is that after a couple polls without the AP, NPM is removing the AP as if it never existed, and so any alerts "in progress" for that AP are wiped out.  The AP's are not in NPM as managed nodes (too many AP's for that).  What I've done with a previous NSM tool and what I'm trying to do with NPM is to send critical AP alarms (and subsequent clears) as traps from the Cisco NCS console.  I see the AP Disassociate traps in NPM and the subsequent AP associate, but I can't get the Advanced Alert crafted to actually trigger.  I want it to trigger and wait for 10 or 15 mintues, and if it hasn't cleared in that timeframe then generate an alert.  Below is what I've tried with no success:

Anybody have any ideas?  Surely there's a better way to do this.
