Toolset Prerequisites keeps loading

Out of the blue, anytime I try to do something on my primary poller, Toolset Prerequisites loads for 3 or four minutes. It completes and then the next thing I launch starts it up again.

It is getting quit frustrating. And it is filling up my application logs like crazy. Has anyone run into this?

Certainly not a normal condition. Did this start as a result of an upgrade?
