I've created a ticket for support team and verdict was the same: Huawei router sends few flow-packets that contain very small amount of whole traffic.
Now I'll delegate this problem to Huawei. I don't see any troubles in NTA.

I've contacted to Huawei and found the solution.
Router's interface config should contain netstream sampler strings.
There's configuraton example of WAN-interface:
description WAN (ISP)
ip address x.x.x.x y.y.y.y
ip netstream sampler fix-packets 1 inbound
ip netstream sampler fix-packets 1 outbound
ip netstream inbound
ip netstream outbound
In this case NTA will display proper values.
when comparing data from NPM and NTA it looks that NTA reports 100x less data (keeping the actual traffic shape the same). I think that this could be caused by flow sampling. In NTA 3.11 we added more support for sampled flows (so it should be automatically scaled up to match real interface utilization), please upgrade if you can.
