Moving NPM to new server

I currently have NPM and NVQM on a server. I need to move to a new server in preparation to add the SAM module. When I install NPM on the new server, should I also install NVQM before running the configuration manager? Or should I install NPM and run config manager, then install NVQM and run config manager?
