I would assume a syslog would be logged for a faulty power supply. So from this syslog create an email alert for it.
As for statistics, Solarwinds does provide some power statistics for certain devices and IOS's but otherwise you can write some custom SNMP pollers to get the info you're looking for.

So even when you do a show log on the device, you can't see any reference to a power supply going down? I've not heard of Cisco removing this functionality and I would expect show log would show a power failure error. But some "important" syslog messages (such as power) may only be logged as a syslog 4 so you'd have to set up your syslog alerting accordingly.

Our external logging is set to 5, nothing reported. Cisco has replaced three power supplies thus far, but our biggest concern is the lack of logging and with that lack of notifications.
