looking for way to monitor/notify high I/O on storage pools

We currently have sever HDS mid tier storage units in our environment. We use HDP (storage pools made up of multiple RAID groups to create a large pool of space to create server LUNs). We have 10 different pools on the different HDS storage units. Some of the disk pools are made up of SATA drive and other pools are made up of SAS. I am looking for a way to setup threshold rules to monitor and email alerts for high I/O for each of these HDP pools. I see the rule for I/O per second on each disk and I suppose if I needed to, that I could use this. Unfortunately, since this rule needs to be added to a policy to work, I don't see any policies (or a way to create a policy) for HDS storage.  Any suggestions?
