During the install for Syslog 9.3.4, I am prompted to install .NET 3.5. However, we do not install the Kiwi Syslog Web interface, so why must we install .NET? This install forces IIS to be installed, which we do not want running and do not need!

We have been investigating your question.
We can definitely say .NET 3.5 is not required because of Web Access -- it is needed by the new licensing framework.
Enginnering also tried to replicate the IIS installation -- they have verified that IIS is not installed by default when Web interface is not installed.

IIS is not installed, however every single time I have to run the installer it tells me that the .Net Framework 3.5 is not installed (even if it was installed previously) and asks me if I want to install it. If I say No, the install closes and fails. If I say Yes, I have to sit through it downloading a 231 MB file, which even on a 3 Mb connection takes almost 10 minutes.
Jiri, with all due respect, this is flat out wrong. I just upgraded from 9.4.0 to 9.4.1, with the Web Interface options unchecked and was prompted once again to install .NET 3.5.
If I click NO, the Install stops and says it failed. If I click YES, it downloads, then tries to install, then I get this:
I would be delighted to show any of your development folks this if they care to see it. If it sounds like I'm frusted, I am. I've been dealing with this for what seems like a year now.

Sorry to hear you have problems with KSS installation.
As I replied earlier, the .NET is not required because of the web access but because of the core Syslog components (licensing).
As far as we have investigated, this issue happens on Windows 2008 R2.
We plan to improve the installation workflow in the future.

stormblade - No fix, happened again when we recently upgraded to 9.5.
Same issue here with installing KSS 9.6.3 on 2012.. Found this article on MS TechNet https://blogs.technet.microsoft.com/askpfeplat/2014/09/29/attempting-to-install-net-framework-3-5-on-windows-server-2012… , but have not any luck on installing .Net 3.5, hence no luck installing KSS 9.6.3. And we already purchased the license
