I made a quick look into the Netgeard CG3000 product specification and manual and most likely it really doesn't have support for SNMP. For device management and statistics you can use integrated manufacturer's web management console available on http://192.168.0.1 (admin/password).
To your second question: Working with RealTime Bandwidth Monitor should be quite easy. In the first step you enter target machine address, SNMP version and community string. Then you select interfaces you want to monitor and configure thresholds for graphs. That's all.
