I understand the problem, but can't reproduce either.
Please try following things:
Different browser (although that might not be possible) - there could be some browser settings
Switch to different view (reporting) and go back to dashboard
On Dashboard, some widgets has 'refresh' link

Also check the versions of Adobe Flash and the IE security zone into which your VMan server/dashboard loads on your systems. Sounds like active content being blocked.
