Isolating high latency areas on the network

I'm currently using 10.2 NPM and 3.8 NTA. Recently when I checked on one of my nodes (Cisco 3750x switch) I noticed the chart pulled up was a Min/Max/Average response time bar graph. Now we've having intermittent issues with network latency and I was wondering how NPM can help us isolate those high latency areas. Specifically I was looking for how to get those max average response times down/find out what machines or links were specifically encountering those high response times because our average response time is great (under 3 ms).

Can anyone help me out this? Even if we have to use external tools I'd look root out this issue if possible.
