This value is polled from the device. You can confirm this by checking the value directly on the device yourself. We poll ifLastChange 1.3.6.1.2.1.2.2.1.9.

Deltona, a little more detail to help you from our developers.
The value of sysUpTime at the time the interface entered its current operational state. If the current state was entered prior to the last re-initialization of the local network management subsystem, then this object contains a zero value.
To compute absolute time, when a change on interface occurred, Orion needs to take LastBoot date from parent node, and add value of ifLastChange counter. So it depends also on actual sysUptime value.
