What about try to reinstall .Net framework and IIS server? I belive that it can help. Issue what you describe looks as environment issue.
yeah i did a full re-install of IIS without luck. I then did a complete reinstall of NPM with a new DB, along with a new IIS instance. No luck still.
Im wiping the VM and reinstalling 2003 R2 so I can get past this.
