I think there are some serious improvements that could be made to the basic rules and really great ones that could be shared on Thwack if we had an easy way to import/export and share them.
For instance the "Enable Traps - Multiple Settings" detects that a group of SNMP traps are enabled however not all IOS put them in the exact same order as defined in the default rule. So an advanced rule with one rule for each "setting" is much more accurate in detecting that this rule is applied correctly even if they appear out of order.
If there was an easy way to export this I could share it on Thwack and pack to the NCM product team for review and see if it could be included in an update.
