Move and create Admin view as Main Tab

Create an Admin Tab (only visible to Administrators) with all subsections (Node & Group Management, Accounts, Customize, Manage Alerts, etc.) as an Admin_TabMenu Menu Bar and decomm Admin Menu Bar.
