What RC version are you running? If RC3 then no, if RC1 or RC2 then yes.
Generally, we recommend upgrading everything to 9.1 SP5, and then going directly to 10.0. There is no need to take the intermediate step of upgrading to 9.5.1.
If you have installed the third RC, you do not need to install the GA version, as they are one and the same.
NOTE: An installation with additional modules may require the intermediate step of upgrading to 9.5.1. (ed. 11/08/2010)

I'm confused. On May 20, you recommended going directly from 9.1 SP5 to 10. Suryanto on May 25, said that to go from 9.1 -> 9.5.1 > 10. So which is it? And why are conflicting answers given to seemingly simple questions?

Depending on the specifics of a given installation, it may be possible to go directly from 9.1 to 10.0 without any concern. It is, however, generally safer to include the intermediate step of upgrading to 9.5.1 to ensure that all essential incremental updates, particularly with respect to the Orion database, are maintained.

EDIT: With the release of Orion NPM 10.1, to upgrade fully from Orion NPM 9.1, you must either upgrade to Orion NPM 9.5.1 or upgrade to Orion NPM 10.0 before proceeding with an upgrade to Orion NPM 10.1.
I'm getting conflicting information regarding the migration path from V8.1 to V10.1.3
I opened case #275566 to get the downloads for the intermediate versions.
I was told:

And here all the downloads and installs that you have to do in order to upgrade the system to our latest version.
First: (Orion 9.0)
Second: (Orion (9.1)
Third: (Orion 9.5.1)
Fourth: (Orion 10.0)
After you have installed the latest one, you must login to the customer portal, download the latest version and run the installer in order to get latest version which is 10.1.3.
I had to then request V8.5.1 as it was not initially provided.
The linked document states:
Orion NPM 7.8.5 -> 8.5.1 -> 9.1 -> 10.0 -> 10.1.3
There is no mention made of V9.5.1 ???
I also requested information on steps required to preserve all my maps, but was not provided with this info. Sadly Solarwinds first level support is not commensurate with the amount of $$$ we are paying for maintenance.
Both upgrade paths are supported. The support rep was giving you the "belt-and-suspenders" recommendation.
