Shutdown interfaces and their polling

When NPM detects that an interface is down, does it automatically turn off the traffic/error polling for that interface? In other words, does it resort to only polling the status and not bothering with the other stats until it detects that it's up again?

We are trying to calculate metrics on app server performance and wanted to make sure that we knew the behavior of those interfaces.  We have routers that we monitor the entire interface table for, but some may have as much as half of those interfaces in a shutdown state.  If those interfaces aren't getting polled for traffic, we shouldn't count those as interfaces for capacity planning.
