Please open a ticket on this one.
I logged a support ticket, within 30 minutes they came back with:
Log on to your Orion Web Console as an Admin.
Click On Admin in the toolbar
Click on Account manager
Select the user that has no reports visable on the web console and choose edit
Ensure their "reports folder" is set to \Reports
That sorted it for me - I can't believe I didn't think of looking at user permissions.
That said, some sort of message would have been nice, rather than a blank screen :)

If you are using SAM 6.1.1 & NPM 11.0.1 or above
RDP to Orion Server
Launch Report Writer
Select, File\Open and open an existing report
Default bar is hidden so, drag bar from left to right side; you will see defaults report will appear
This happens if someone hide the default report bar.
Now you can close the open report and default reports will show up.
