I found the problem. Kiwi Cattools was running as a service. Once I stopped the service, the installation completed fine.

We are looking in to why we don't display the process name of the locking process.

It seems there are a couple of culprits that prevent the Toolset 10.3 installer from installing:

Kiwi Syslog server, and I have heard of a few incidents where Cisco Clean Access Agent was also showing the files in use dialog with no files listed.  I have not seen either, but we're still working on it.
