Installer fails - cannot find path specified

I just downloaded the Orion 9.5 installer (SolarWinds-Orion-9.5-SLX.exe) and when I run the executable it unpacks and then errors stating, "Unable to execute the required file: The following system error has occured: The system cannot find the path specified. (3)"

Is this a known issue?
