oracle client install problem

I have down loaded the Orion Oracle Client and tried to run this on the server which hosts orion everytime I try to launch the executable I get

" Copying files to C:\Program Files\Solarwinds\Orion\
Error: Unable to copy files to install directory. (Error Code: 4)"

running sql 2005

NMP 9.5

Hello h5emu,
The message code 4 means something we are trying to write is in use.
Can you verify you have closed all Orion applications (system manager, etc..) and re-run the install?

I have tried that even stopped SQL
now the .exe flashes opens then closes instantly
No errors recorded by windows event viewer either
