Engineer Toolset licensing

Hi;

I would like to know how the licensing for Engineer toolset works. The Scenario is , i have 1000 devices and 10,000 interfaces, now if i purchase Tool set , should i pay for each device or interface (or) it is a single license and we can add devices upto to the licenses we purchased for Orion.
