I'm trying to figure out how to accomplish the following:
ipMonitor for a server's IP address that tries to connect to a specific port, and does nothing if it can't but only throw an alert if the connection is successful.
Basically I need to make sure the Windows Firewall is up and running at all times, and if anything changes it will alert me that it can connect to a specified port.
I would love for anyone to show me how, or guide me in the right direction!!!

You could create a Telnet monitor on any TCP port:

Which then triggers an alert if the port is not available which makes the monitor going down.

Another solution...You could run an external script that checks if the Windows Firewall is enabled through a WMI connection:
