I have completely removed and reinstalled all of Orion. The only thing that hasnt changed is the SQL DB. Still I get denied going to the admin tab. I seems the problem is in the database.
I would open a support ticket to look into

Web Console Password Recovery for Orion
Access to Database:
Start/All Programs/SolarWinds Orion/Database Utilities/Database Manager
Steps to change password to blank:
Select Database “NetPerfMon”
Click radial button for Read-Write and click Refresh
Add Key 60-476611-0417-0404into the Password Column
