    Alert when SNMP stops working

How can I get alerts when Orion cannot SNMP a device, whether for changed comm strings, or failed agent, access lists, etc.?

You may want to consider doing this in a report.  An alert would have to look for interfaces/volumes in an "unknown" state... The problem with doing this in an alert is that when a device goes down all interfaces will change state to unknown and you will get flooded with email.  That being said you should be able to create a report that looks for interfaces on UP devices currently in an Unknown state and if you include nodeID and interface id as hidden fields in the report you should be able to drill from the report on the webconsole into the node details to investigate, and from there into manage nodes to fix it.
