What things from the forum did you try? This will help narrow down where the issue might be.
Yes I rerun the configuration Wizard several times, and still get the issue.
I also verified permissions access in the registry --> same issue
but right now (few seconds ago) I tried Network Performance Monitor Startup Error - Error 424
And it is working :-)

I have the same problem...and started to occur more frequently.
I've rerun Configuration Wizard and also tried Arnie's solution from "Network Performance Monitor Startup Error - Error 424" and still no luck. The only reliable workaround I have for the moment is to unload COM + Application Services from Orion Service Manager (which takes only a few seconds).
But is there a way to add in a schedule task the operation of unloading COM+ Application Services...I would be very useful such a temporary solution (if any).
