trouble adding SNMP Devices in Network Performance Monitor

I have a handful of SNMP enabled devices on a network I’m trying to test.  I can connect using the SNMP Sweep tool and see all the details of the device.  However when I try to add the device to Network Performance Monitor using the same community string “public” I get an error that “10.10.20.12 is currently down, unreachable, or ‘public’ is not a valid SNMP community string.  Why can I access this device with other SNMP tools in the toolkit but not the Performance Monitor?  Other devices are working just fine in the Performance Monitor.
