Phone Dialing

Has anyone used, or know of anyway we can get alerts via a phone call? I've looked at Notepager but that seems to be only SMS messages. My department is looking for a phone call to alert them after-hours.
I know it's a stretch, but I was told to look into it. I wasn't sure if there might be some kind of software that uses an analog modem to dial a phone number and play a recording.
The following software seems like it might work for your needs. Its original purpose in life seems to be to call you based on stock price alerts delivered by e-mail.
