Odd text character inserted on each resource edit

This started happening once we upgrade to 8.5.1 SP3. I have multiple screenshots to post so I will be making separate replies to this thread to include them.

Note: Forum Feature Request - Allow for more than one attached image per post!

All of my resources have the following (double less than) character as the Subtitle. They have had this since we've installed Orion years ago. Screenshot of desired output attached to this post.

IF I edit that resource, it will take the (double less than) character and prepend a "funky A" to it. See this message's screenshot.

This "funky A" is also added BEFORE and AFTER any custom HTML. Look to the left of "Next Rediscovery" and to the right of the "PM". If I (re) Edit the resource and remove this character, it is placed back in with each save.

Something I JUST discovered... Any place in custom HTML where I have "
& nbsp;
" it replaces it with the "Funky A".

(I purposely put a space between "&" and "nbsp". The forum wouldn't let me submit it as text, otherwise.)

Amusingly enough, if I edit the resource and replace the (double right) character that I cut-n-pasted out of Charmap with "& raquo;", which is the actual HTML for that character - when I save the resource what is displayed on the front end is the literal text of "& RAQUO;. When I edit the resource again, it replaces the HTML markup "& RAQUO;" with the actual character. Of course, when I save it again...the "funky A" gets inserted.

Chris,
In 9.0 we made some improvements to the handling of unicode characters in the website. Do you still have a 9.0 system around to try this on?
