Are you logged in with an administrator account? With all the things that you are able to do, it sound very likely that the account that you are using does not have enough permissions. Try using an administrator acccount so that we can rule out permission issues. You may also try to do an reinstall, but use our newest version 9.2 that just came out this week. It is addresses many customer issues.

I have verified permissions and all is well...I have administrator rights and also tried with Administrator account as well.
