Polling engine licensing

Hi all, I need help with a few things.

1.Say I get an extra polling engine, do I need to purchase licenses for the main Orion server AND for the extra polling engine?

2. Say the extra polling engine is in a different network, can I still make use of the original database or do I need a DB per polling engine?
