Allow user to edit group locations?

Short of admin how do I allow another user to update the long/lat attributes of a group? We are working on populating branches on the map via a group long/lat attributes. I havent found a way to do it. Is it an admin privilege only?

Modifying the groups in any way is an admin only privilege.
