Alerting on Oracle Database Down Events on an AIX server

1) We have multiple Oracle databases on each of the AIX Database Servers..

2) Our Management like to receive alert in the case of any of these database is down or not accessible.

3) The alert message should contain server name, database instance name, time of the event and and describe that the database is currently down.

4) This capability was available in our previous monitoring tool (Server Vantage from Compuware).

5) We are aware that this can be achieve via DPA - however implementing Database Performance Analyzer for only monitoring database up/down activities is an overkill.

6) Is there a way to establish this alert without placing DPA?
