Does the SQL 2014 Server have to be 2016 for 2018.4

All of our Orion servers are running 2016 (Main Poller, APEs, HAs, NTA) and we are running SQL Server 2014 but the SQL Server is running on a Windows Server 2012.

My question is can the SQL Server run on Windows 2012 or does it have to run on Windows 2016, even though no Orion Modules or Components are running on it?

Really like to upgrade to 2018.4 but unsure how to handle it.
