WMI Query to Win32_Service - Access Denied

What is the trick to be able to successfully query Win32_Service with a non-admin account? 

Here is my scenario.

Polling Engine in a domain(2012R2)

Endpoint in a workgroup(2012R2)

User account is a member of Performance Monitor Users and Distributed COM Users

I've set the WMI permissions on the endpoint for root along with all additional namespaces.  I also set the DCOM permissions on My Computer and in Windows Management Instrumentation in DCOM Config and I'm able to query everything via WMI successfully however when it gets to Win32_Service I get access denied with error

0x80041003

I am running these tests via WBEMTEST from the Polling Engine.
