Bumping to see if anyone has any ideas?
Turned on log debugging and saw the following:

I have no idea why it would throw a forbidden error. It works fine in IE. Is it doing the same thing in others' environments?
Is this an animated gif?
No, but it shouldn't matter as I'm using an animated gif currently on our old environment. After working with support they were also getting the error too and believed that the National Weather Service site is blocking it and causing a 403 Forbidden error. I was able to write a script to download the image. I just think its weird it works everywhere else but Network Atlas.
