Engineers toolkit 11.06 on 2016

i'm trying to install engineers toolkit on server 2016, and it says i need .NET framework 4, and to download it, so i download it and it say i already have it

see attached error

how do i fix this?

I think this is related more to older .NET functionality, as opposed to .NET 4.6. I have ETS installed on a Windows 2016 system, but had to enable legacy .NET.
