You 'could' use the ability of NCM to download other config output than just 'running' and 'startup', so the following would be available to you:
1. Create a new config type (NCM Settings > configs)
2. Add a new entry for 'crypto pki cert' (you do not need the show, as this will be pre-pended by NCM)
3. Create a Policy report which looks for the output line and uses Regex to identify expire time
I have to say the use of SAM is so much easier for this purpose, but hopefully the above will get you along right path.

How would you get this from SAM on lets say your Cisco Equipment? Is this possible?

I'm going through this at the moment and am trialling SAM in our lab.
You simply point the SSL Cert template at a relevant node, wait a few minutes and you'll see it added in SAM Summary.
Easiest way I've found to do this (for existing nodes) so far is from a node summary page, as once SAM is installed you get an extra menu item of 'API Poller Mgmt'.
