We want to monitor the Latency for applications/URLs hosted in public/client.
Can we monitor Latency for these Public destination IP’s and also can we latency alert threshold level for the Applications.

I think there are 3 different answers to these:
1. If it is an external hostname, like a www.google.com, you can actually add it as a node in Orion NPM and consequently be able to monitor its latency and packet loss as a node.
2. If you already have Server and Application Monitor (SAM), then you can use the application monitors HTTP Monitor and HTTPS Monitor to monitor any URL, then be able to get latency metrics as well.
3. Even a much better solution is, if you have Web Performance Monitor (WPM), you can use it to simulate user actions in accessing a website. Each step, like clicking a link or choosing an option in a dropdown, will have its latency recorded.
Since you can monitor the latency, SolarWinds can create custom thresholds for your alerting requirements.
