Detecting AWS or other external IP address changes for Firewall Rules

In our organization we don't directly manage our firewalls, so we have to submit tickets to have exceptions put in.  It's a pretty tightly controlled environment and only IP addresses are allowed, so dynamically changing IP's based on DNS are out.

Does anyone have any idea how to set up any kind of an alert that would let us know when an AWS IP or other external address changes, to speed up our process of getting the ticket in to allow the IP address and lessen downtimes?
