Prefstack - Real Time Monitoring

We currently have SAM 6.4.0 and currently see Orion Platform 2017.1.3 but none of my nodes have Real Time Monitoring available. After reviewing the administration documentation for PerfStack it indicates that you have to be on Orion Platform 2017.3. Is this platform version available to SAM 6.4.0 subscribers? Am I missing something to get the real time monitoring working with SAM 6.4.0? Is real time monitoring only available to NPM subscribers? Any advice is greatly appreciated.
