Just so I'm understanding this correctly, you want an alert to trigger when a ticket is created in whatever system you are using? If so, wouldn't your ticketing system already have the ability to generate such an alert? If the gaol is to maybe associate a ticketed incident to an event in Solarwinds like an outage of some sort? If you must and your ticketing system has the ability to forward syslogs then that might be your only way of doing it. You can then create the filters and alerts in the syslog viewer or you can create custom SQL alerts but there has got to be some sort of value that you can key off of like a system name or IP address.
