Creating Alarms in Kiwi Syslog Server

Hi All. I'm using Kiwi Syslog Server 9.6.1.6 and I'm trying to create actions for alarms and be notified by email. I try clicking Setup from the Kiwi Syslog Service Manager and then under Rules adding an action but I can't and don't see an option to do so. Am I navigating to the correct place to do so or is this supported with the version I have? Thanks.
