ServiceNow Operational State Modification

Hi.... has anyone figured out how to modify the Operational state parameters for the ServiceNow API?   Specifically, I'm looking to modify system restricted parameters ... I'd like to reduce the default of 100 to 30.

Restricted by system: if the number of incidents created in a five-minute period reaches 100, the ServiceNow instance is automatically switched to Restricted state
