We send emails to our ticket system as our alert action. That would be the simpler way to do it if your system has the ability to ingest emails to create tickets.
Otherwise, you should be able to execute a script as the alert action. that script can connect to the other DB...pass the script any variables/macros as parameters, maybe?
you could use the Solarwinds SDK/API to extract the alerts and use your fault management database api to import this.
