Two different things:
Long story short the error you're seeing is likely due to a caching issue from the Patch Manager side and should be pretty easy to clear up.
As for the License Count:
A little detail: Patch Manager counts task history AND Managed Computers for license count. Due to the rebuild of the WSUS server, if I had to guess, you may only see about 146 machines in Managed Computers, but your task history is putting you over the top. So you will want to remove old tasks that you can (some customers will remove all, which is totally fine by me) and restart the EminentWare Data Grid Server service to get it back on track.
